The Proving Center, Aberdeen requested that metallurgical examination be conducted on six (6) 1 1/2 inch rolled homogeneous armor test plates manufactured by the Carnegie-Ilinois Steel Corporation. The six plates were tested at Aberdeen as a part of the large program on the effect of hardness on ballistic properties. The plates, therefore, were from the same heat of steel and were similarly heat treated except for the final draw temperatures which were variedto give the hardnesses desired.

The armor plate exhibited unsatisfactory ballistic behavior in the PTP test at high obliquities because of the presence of laminations in the zone midway between the surface and center of the plates. Nonmetallic segregations, probably discontinuous stringers, are believed to be the4 cause of these laminations, which are most effectively revealed by the fracture test. Present ballistic specifications do not adequately reveal the presence of poor steel quality which may show up under service conditions where the impacts frequently occur at high obliquities, thus making it mandatory either to incorporate a more selective ballistic test into the specifications or depend upon a fracture test to eliminate poor quality steel.

Metallurgical examination, including Brinell hardness surveys, fracture tests for steel soundness and fibre and macroetch tests was conducted on each of the twelve plates furnished by Carnegie-Illinois Steel Corporation. Microscopic examination was made on three plates and a chemical analysis taken of one. All samples fractured in a fibrous manner and were satisfactory with respect to steel soundness.

The object of this study was to make make a metallurgical examination of eleven (11) one-inch cast armor test plates manufactured by Kelsey-Hayes Wheel Co. to determine if the hardness variations in the series of armor plates were responsible for the observed differences in their ballistic behavior.
