All persons interested in magazine guns were invited to submit samples and appear in person, under such rules as might be adopted by the board; the arms submitted to be caliber and use the United States service cartridge. The widest circulation was given to this order through the newspapers for over three months, that all persons interested in such an arm might have the time and opportunity to prepare for the trial. The period during which arms could be submitted was afterward ex tended to the 31st August, so that parties interested had eight months in which to prepare and submit their inventions.
