Export controls definitively impact international cooperation in outer space. Civil and commercial space actors that engage in international endeavors must comply with space technology export controls. In the general discourse, members of the civil and commercial space community have an understanding of their domestic export control regime. However, a careful reading of the literature on space technology export controls reveals that certain questions relevant to international engagements have not been identified or answered. What is the legal-political origin of space technology export controls? How do they relate to the current international legal structure? What steps can be taken to evolve our current unilateral paradigm of space technology within the context of peaceful exploration and use of outer space? In this book, these and other relevant questions on space technology export controls are identified and assessed through an insightful case-study of the U.S. commercial communication export control regime. The findings of this case-study are used in an international legal-political analysis of international space law, public international law, and international cooperation. "Climate catastrophe, natural disasters, public health epidemic and financial crisis have altered human perception of essential resources and technology. In the realm of space law, this discourse leads us to the utilization of space resources procured from celestial bodies through space technologies in order to address modern challenges through futuristic solutions. Space technologies remain the fundamental block of outer space exploration determining which participant shall have the functional access to outer space vis-a-visa its benefits. However, the predicament is that space technologies have the tendency of being monopolized as they are capital intensive, requiring substantial investment to support their research & development, leaving technologically advanced space faring nations with little to no incentive to share their technologies. In space law, the Outer Space Treaty (OST) is one of the core legal instruments amongst the five United Nations Space Treaties, which bases it bases itself on the principle of cooperation with respect to the use and exploration of outer space. While the OST ensures freedom of exploration, it does not guarantee equality in the functional access to outer space. This ambiguity in law raises uncertainty amongst States that desire access to space through the sharing of space technologies. Additionally, the other United Nations Space Treaties have failed to provide States with substantive prohibitions against political, economic or strategic discrimination, in particular with regards to functional access to outer space and space technologies.This thesis explores the socio-economic impacts of limiting access to space technology innovation to a small number of privileged users, and highlights the potential of achieving immense well-being by making space technology widely available through a pluralistic and inclusive platform. The research also proposes to understand the historical and socio-political elements that condition the currently limited access to space technology innovation and then, seeks to evaluate and suggest methods that can be adopted to enhance accessibility of these specific space technologies by adopting affirmative policies, ultimately, contributing to the achievement of Sustainable Development Goals (SDGs). Lastly, this thesis adopts an intersectional approach and necessitates the denunciation of the Westphalian model of international law that currently dominates the governance of outer space, highlighting the need for a cosmopolitan and inclusive approach that builds upon the concept of 'collective humanity'. The 'essence' of this thesis is - evolution and survivability. To not just show there exists a "common good" in the research but to show tangible and quantifiable results that can help achieve SDGs. Discussion regarding this issue is of the utmost importance because it is critical to the facilitation of human survival and offers immense opportunities for well-being"--

Historically, the United States has been a world leader in aerospace endeavors in both the government and commercial sectors. A key factor in aerospace leadership is continuous development of advanced technology, which is critical to U.S. ambitions in space, including a human mission to Mars. To continue to achieve progress, NASA is currently executing a series of aeronautics and space technology programs using a roadmapping process to identify technology needs and improve the management of its technology development portfolio. NASA created a set of 14 draft technology roadmaps in 2010 to guide the development of space technologies. In 2015, NASA issued a revised set of roadmaps. A significant new aspect of the update has been the effort to assess the relevance of the technologies by listing the enabling and enhancing technologies for specific design reference missions (DRMs) from the Human Exploration and Operations Mission Directorate and the Science Mission Directorate. NASA Space Technology Roadmaps and Priorities Revisited prioritizes new technologies in the 2015 roadmaps and recommends a methodology for conducting independent reviews of future updates to NASA's space technology roadmaps, which are expected to occur every 4 years.

NASA's Office of the Chief Technologist (OCT) has begun to rebuild the advanced space technology program in the agency with plans laid out in 14 draft technology roadmaps. It has been years since NASA has had a vigorous, broad-based program in advanced space technology development and its technology base has been largely depleted. However, success in executing future NASA space missions will depend on advanced technology developments that should already be underway. Reaching out to involve the external technical community, the National Research Council (NRC) considered the 14 draft technology roadmaps prepared by OCT and ranked the top technical challenges and highest priority technologies that NASA should emphasize in the next 5 years. This report provides specific guidance and recommendations on how the effectiveness of the technology development program managed by OCT can be enhanced in the face of scarce resources.
