Excerpt from A Treatise on Roads and Pavements The object of this book is to give a discussion from the point of view of an engineer of the principles involved in the construction of country roads and of city pavements. The attempt has been made to show that the science of road making and maintenance is based upon well-established elementary principles, and that the art depends upon correct reasoning from the principles rather than in attempting to follow rules or methods of construction. In some cases practical experience has not yet determined the best method of procedure, and in these cases the conflicting views with the reasons for each are fully stated. Considerable space has been given to the economics and location of country roads and to the construction and maintenance of earth roads, since such roads constitute more than ninety-five percent of the mileage of the public highways and are greatly in need of careful consideration. It is frequently claimed by engineers that the public would be benefited by placing the care of the roads in the hands of engineers; but there is no evidence that any considerable number of engineers comprehend either the principles of road making necessary for the improvement and maintenance of our country roads, or the economic limitations and political difficulties of the problem. The first four chapters of this book are offered as a contribution to this phase of the good-road problem. The remainder of the book, the portion that considers roads having permanently hard surfaces, which may not unfittingly be said to relate to urban and suburban roads, is based chiefly upon American experience, because the principles of road making worked out in this country are probably best suited to American conditions, and also because in most particulars American roads and pavements are superior to any other in the world. Excerpt from City Roads and Pavements: Suited to Cities of Moderate Size The local features of the first edition, having served their purpose, have been omitted, and modifications have been made to show the present applications of general methods, some of which have changed since 1894. The most marked change during the past eight years has been in the increased use of crushed stone for roadways of macadam and of telford construction, on the improved streets of villages and cities. A notable instance is that of the city of Greater New York, which contains outside its parks eight hundred miles of crushed stone roads built since 1894. This general increase has resulted in part from the work begun in 1893 by the State of New Jersey, followed in 1894 by Massachusetts, in 1895 by Connecticut and in 1898 by New York. The examples given by the governments of these States in building highways by State aid and outside corporate limits, have led to the building by the municipalities of similar roads within many cities and villages, which have thus wisely profited by the experienced methods of State officials. The results have been an increasing extent of the best kinds of roads of broken stone, and a growing knowledge of the methods and machines by which alone can such roads be built and maintained. These are here described under the heading "Broken Stone Roads," without however differing essentially from the descriptions given in the first edition. The grade of a city street is usually a fixed condition and not a theory, and it is often difficult to decide which is the best pavement for a fixed steep grade in a given climate, or how steep a grade will give good results with a given pavement. Excerpt from The Construction of Roads and Pavements "The Construction of Roads and Pavements" was written to meet the need for a concise presentation of approved practice in the construction of roads and pavements and of the principles involved. The book is intended primarily for use as a text in a two or three-hour course in roads and pavements, but numerous tables and typical designs and specifications have been included that should add to its value as a reference book for highway engineers. The ultimate object of all highway engineering is the construction of durable and well-designed roadway surfaces. The attainment of this object involves selecting and testing the materials, assembling those that are suitable, and incorporating them in the roadway surface. A knowledge of the construction of roads and pavements is therefore the basis of highway engineering. Much of the material used in the text has been prepared from notes that have been accumulating for several years. Diming that time the author has attended numerous conventions of highway engineers and has often discussed the various problems of roadway construction with engineers with whom he has been associated. Doubtless many of the ideas expressed in the text have thus unconsciously been absorbed. A considerable amount of material has been obtained from current periodical literature and acknowledgment has been given for material abstracted from the writing of other engineers. The author is especially indebted to Mr. T. H. MacDonald, Chief Engineer of the Iowa Highway Commission, for his assistance and encouragement; to Mr. J. W. Eichinger, Editor of the Iowa Service Bulletin, for valuable suggestions and especially for furnishing photographs for cuts; to the Illinois Highway Department for much valuable data, and to a score or more other highway engineers who have furnished plans, specifications, photographs or data on construction.
